Philip Rosescu is a licensed Professional Engineer in California, Nevada, and Texas, specializing in code compliance for structural safety, evaluation of roadway and parking lot design, assessment of sidewalk damage, maintenance, and repair, and general premises risk mitigation. With advanced degrees in Civil Engineering and ongoing studies in Structural Engineering, he provides clear, evidence-based results backed by relevant codes, statutes, research, and industry standards. He applies his structural engineering expertise to product failure investigations—particularly cases involving structural components, safety-critical assemblies, or equipment where mechanical integrity is at issue.

Mark Burns has worked as a forensic engineer since 2003, with formal education in engineering and law. He has acquired numerous licenses and certifications and uses this advanced knowledge to analyze issues of safety and liability. Mr. Burns specializes in playground safety/supervision, retail store safety/risk management, public sidewalk/street safety, construction accident/defect, property damage claims, and habitability. Mr. Burns has been deposed on approximately 1,100 occasions and has testified as an expert witness in State and Federal Courts on approximately 300 occasions.

Roadway Design and Parking Lot Safety

Assessing roadway conditions and design, parking lot hazards, and traffic control measures to support transportation-related matters.

Habitability

Evaluation of residential and commercial properties to assess conditions impacting occupant health, safety, and comfort. Analysis of ventilation, moisture intrusion, pest activity, sanitation, and code compliance to determine whether a property meets basic habitability standards.
